為便於瞭解及掌握我國科技研究發展狀況，依據民國69年行政院第二次科技顧問會議建議，自民國70年開始每年定期辦理「全國科技動態調查」。本調查之主要目的是在調查全國從事科技研發活動之投入與產出概況，進而建立科技指標，並與他國作客觀比較作為國家制定科技發展政策之參考。
歷年科技動態調查均每年調查及編製一次，調查對象包括全國公、私立大專校院之各科、系、所、研究機構及公民營企業，且橫跨理、工、醫、農、人文與社會等領域。
調查項目包括受調查單位現況、研究發展人力、研究發展經費等資料。靜態資料以每年12月31日之情況為準，動態資料以每年1月1日至12月31日之全年資料為準。
「科學技術統計要覽」之內容，包含四大部分，第一部份分析我國歷年研發經費、研發人力及科技成果資料，並與各主要國家進行比較分析；第二部份收錄科技活動國際比較資料；第三部份收錄我國科技活動統計資料，包括：國內各執行部門之研發經費與人力、政府科技預算與研發預算、科技成果及科學工業園區等資料；第四部為附錄，內容有調查問卷、OECD與我國行業分類對照、新增調查行業及大專校院博士班學生投入研發狀況之調查結果，及我國主要科技研究機構等。

2009 年3 月，OSA 發佈一項特殊研究議題，是關於眼科斷層掃描法的相關報導(Optical Conference Tomography in Ophthalmology) ，編輯群來自各學術界專家：James G. Fujimoto (MIT), Wolfgang Drexler (Cardiff University), Joel S. Schuman (University of Pittsburgh), 以及 Christoph K. Hitzenberger (Medical University of Vienna) 。
